PDC was formed in 1996, as an outgrowth of Spartan Construction Inc, DBE. PDC staff is comprised of a strong group of unique individuals all having 30 plus years with various backgrounds in construction, design, and materials research. PDC often partner with Federal and States Agencies, and Engineering firms to best meet the goals of a given project.
Doug and Don Brossart are the owners and John Fleckenstein manages multiple phases of the business. Kevin Blankenship is the operator in charge of field inspections. Doug and Don formed PDC out of the needs for quality control for their family’s construction company. Both Doug and Don have grown up in the construction business and know what it takes to do a project correct and until completion.
John Fleckenstein came to PDC in 2000. Prior to 2000 John spent 19 years conducting research and geotechnical investigations. Many of the specification used today in the drainage industry are based on his prior work. John serves on several national committee’s and often asked to speak on at national workshops regarding, storm, sanitary, and dam/levee inspections. He is a part-time trainer for the Kentucky Transportation Center where he teaches “Drainage the Key to Roads that Last”.
Kevin Blankenship has been operating robotic pipeline inspection equipment for approximately 10 years. He is PACP, MACP, and LACP trained.
